For example, now all 20-plus elements within a typical constuction permit application must be submitted in a single package. Permit authorities have 90 days to review the package. If they find fault with any single element  they will  reject the application, and will not provide comments or feedback. Applicants must begin anew. Approval of a second application is highly unlikely.
