New rules adopted by the Russian Federation regarding construction activity, permitting and control functions are now in force in the City of Moscow and the Moscow region. They will gradually become effective in other regions of the Russian Federation.

• Construction object cannot be exploited before receiving building permit & permit for exploitation;
• State Expertize review separate & independent, culminating in final judgment;
• Decision time not more than 90 days;
• Each of 20+ plans must be completed then bundled into one application;
• Expertize may not comment;
• Applications not meeting all norms will be rejected;
• No time extension granted;
• If judgment is negative, applicant must begin anew, create & submit a revised plan based on fresh data.
• Second applications held to higher standard;
• General designers risk losing face, and in the case of multiple rejections, may be placed upon a blacklist.
